with the Revision of Law, and in part to several extremely important and heavy Bills which have been passed during
the year

such as the Companies' Bill, the Chinese Partner- ahip Bill and others. I have been astonished at the amount of work which he has accomplished and his replies on legal points referred to him leave nothing to be desired in respect of lucidity, and finality. He knows his om mind and states it, and I recollect no instance in which his opinions have been successfully challenged. He bases them on an exhaustive examination of all documents which shows him to be most
careful and industrious, and I have had complete satisfac- tion with his work. His character and independence of judge- ment have I believe earned him the respect of the community. I attach a Minute by the Attorney General regarding his application. Whether his age and standing at the Bar are
sufficient to qualify him for the appointment he seeks, it
is not in my province to express an opinion.
